Such ads come in under several methods.
But in most Android situations they are Injected into your device due to some installed application(s).

" Malware "

If you suspect you have some sort of Malware on your Android Device (Specially if you have Root Permissions)
The Best way to Get Rid of it is to Perform a "Clean Flash".

Perform a " Clean Flash " (but Without Micro SDCard to Prevent some Malware Access).

After you Clean Flashed the Device:
- Do Not Perform Any Logins Except WiFi and Gmail.
- Download and Install Anti Virus (Recommended: Zoner, ESET... Or choose your favourite).
- Disconnect any Connections.
- Run Anti Virus and Pergorm a Full Analisys.

While you wait for the Analisys, open your SDCard inside a protected environment (A Computer, where you can open the SDCard, Save your Data elsewhere and then Format it).

Tip: Format It with " SDFormater " (Set it to Factory Settings)
