Damaged Display, Can Use Apps to Change Screen Resolution, Aspect Ratio?

Recently inherited a Motorola Moto E (2nd gen) 4G LTE with damaged display screen. The lower 2.8 CM is unusable so am wondering if I can use an app to eliminate this portion of the screen?
