Enable restricted account, but disallow Guest account?

Here's one that's been driving me nuts for the last couple of days, and I'm pretty much at the point where I'm going to throw in the towel!

I've got 10 new Samsung Galaxy Tab A tablets to deploy to new users, but we want to restrict what they can do with them.

So in normal fashion you'd think "Oh I'll create a restricted user" ... but then... you switch back to the admin user, and see you can click on the guest user. Well that's the restrictions defeated right there, and to add insult to injury it would appear that Samsung have removed the "Add users when device is locked" option so I can't install an app to block settings to prevent them from creating the guest account via that means.

Anyone got any other solutions that won't involve me hacking the firmware apart or rooting the device to disable the guest account (thus disabling the ability to add other accounts too)? Or is this just a half baked attempt at a multi-user solution by Google that I'll have to live with??
