So it appears that with the 1.16xxxxx update of Google Photos that you can now export your slow motion videos with the correct speed tags to Youtube, Dropbox, Google Drive etc.
I tested this with Google Drive then DLed the video to my computer and it does indeed still have the speed ticks where i put them.
I did not however see a option to just re export it back to the phone via Google Photos which kinda sucks for people like me who do not use Google Photos to as their gallery app, But i guess its better then nothing.
