MOTO E 2015 XT1521 Verify account detail On 6.0

I have Moto e 2015 XT1521 Running 6.0 and i forgot my pin so i do factory data reset then it ask for verifying account i add same but not working and i have try Bypass Android Factory Reset Protection By going in about and tapping on built num but cant enable Developer option..

also i have again flash this os also try downgrade but cos bootloader it failed in fastboot

NOW Any Have Idea How Bypass or any other solution
Anyone Do replay fast
