Making User Info persistent after factory restore/wipe

Good day everyone. I've been tinkering a few days with an S4. Here's my question, is there a possibility that basic information and settings stay permanent on an Android device even after an factory wipe/restore. Example: Sim card change alert sends new simcard info to preset number(s) even after phone has been reset.
