Hangouts Always Vibrating when Phone in Vibrate Mode

I have found other topics on this issue, but it's unclear to me whether this issue has been fixed yet despite being several months old.

When my phone is in vibrate mode, it vibrates on every Hangouts message even when every vibrate related setting in hangouts is off. This is true for both SMS and normal Hangouts messages. I want my phone to vibrate for calls, but not for Hangouts messages. (Even more ideally for SMS but not for normal messages, but I'm trying to keep expectations low here.)

I'm currently using Sultan's CM13 ROM, with no other issues.
