Don't have a rom on my E8

Hello

I've tried to change my phone from china to EU but no luck and tried to go back but lost of everything.
Now I have relocked bootloader "CID-11111111" and Hboot-3.18.0.0000
The device cannot run just red exclamation mark .!

Any suggestion
