Phone storage problem

Got used sprint Htc One M8 32 GB, settings show that phone storage is half full but only 2.7 GB is occupied by apps and everything else is occupied by "other". I have no folders or files in phone storage when I open file manager or connect phone to PC and the worst thing is that I am not able to download, or copy anything there. Would be thankful if you can throw some advices:(
