Disclaimer: This is not a tutorial, just an experience, if u have basic idea of rooting and flashing a custom recovery u will understand what i said.
HI there guys, i have bought a Verizon HTC M9 in india and i wanted to unlock the botloader, root it and initially i didn't find any good sources.
firstly my device was S-Off , i don't know who did it but it was done before i bought it(when i bought it i didn't even know what S-OFF ment).
So when i tried to unlock botloader using the HTCDEV method it failed, saying oem unlock disabled or something like that.
so this is what i did
firstly my device has S-OFF and bootloader was locked, device was not rooted. i was running the latest update A 6.0
firstly root ur device or atleast boot into twrp recovery.
went to fastboot/bootloader
>adb reboot bootloader
then i flashed the twrp recovery(actually checked if the twrp recovery worked or not first using cmd "fastboot boot twrprecovery.img")
>fastboot flash recovery twrprecovery.img
entered into recovery, flashed the supersu zip file.
rebooted the device, device stuck at verizon logo.
as of now the device has the bootloader locked.
initially i was able to use adb comands even when the device was stuck at verizon logo, (may be because i have enabled usb debugging before i screwed up the device)
as the device was stuck, i did a factory reset hoping it will fix the problem, but it didn't, still stuck at verizon logo and now adb commands are not working
so now i went to twrp recovery and tried adb commands, they were working now :D.
next i followed this tutorial to unlock the bootloader

(the above tutorial needs u to be S-off and rooted)
then downloaded the ViperOne rom for HTC M9 and flashed it using otg pendrive. and rebooted the device. and now everything works fine
