.Pac file?

Hi

I was just wondering if i can convert .pac file into a flashable rom via twrp?
the extracted rom has this inside btw

cache.img
fbootlogo.img
fdl1
fdl2
logo
nvitem
nvitem_wcm
prodnv.img
recovery.img
sc77xx
system.img
u-boot
u-boot-spl-16k
userdata.img

been searching but no luck...
this is a stock rom

wanna make a custom rom..

hope u guys can help.. i also have a recovery twrp backup if there is a way as well... its a spd (spreadtrum) phone btw
