Unable to charge while phone is turned on, what went wrong?

The actual user of the Honor 7 of mine, which is my parent, has reported to me that several weeks before this the
phone start to behaving weirdly while usb cable is plugged in to charge it. When the phone is turned on, plugging in a usb cable occasionally do not start a charging process.
But it only happened occasionally, so I didn't bother it too much.
Few days ago after I updated the OTA update which addresses the Whatsapp notification problem, this issue has becomes permanent!
Now as long as the phone is turned on, it cannot receive a charge.
Once the phone is turned off completely, the charging process happens without problem.
Since the phone can be charged while it is turned off completely, I think the usb cable, charger and the usb port on the phone are not faulty, so this leads me to suspect this is another software bug of the Honor 7.

I tried a factory reset, but no help. The phone is not rooted by the way.
I have contacted the Huawei customer service and they advise me to bring it in for a service repair, which is what I am going to do soon.

Does any Honor 7 user here experiences this charging problem before?
Is there any troubleshooting that I can do myself before heading to the customer service?
