Bootloop | No Factory Reset possible

Hey all,
after nearly six hours of googling for solutions im running out of options here, so asking is my last resort before sending it in to get it fixed.

I rooted my nonbranded HTC One M8 with TWR 2.8.7.0 today, and now it is stuck in a bootloop, no recovery access per buttons or adb possible, can't even turn it off anymore.
I've been stuck in the loop before and was able to access the factory reset per bootloader. I've reset it, but it didn't seem to work.
State of my phone, while i was still able to access the bootloader:
  • unlocked bootloader
  • S-OFF
  • Debugging on
  • TWR 2.8.7.0
  • shown in Windows explorer and accessible
  • Android 5.1

Now, after the factory reset I'm pretty sure that debugging is disabled, phone isn't accessible via adb (error: device offline). The phone is still recognized by my computer (it plays a sound and an icon in the windows tray is there as well), but it isn't shown in the Windows explorer. It's like the phone is running normally, just locked so you can't access the data on it via USB.
The display is also still fully functional.
Things I've already tried:
  • different RUUs - unlocked version & nonbranded version (Error: Can't connect to the device)
  • 4 different usb ports and 2 different usb cables
  • tried to access bootloader per adb (device offline)
  • resets and recovery access per buttons (does not react in any way)
  • Stock recovery per images (device offline)

So, is there any way I can fix this, or is sending it in for repair the last resort?
