[Q] Gear Won't Connect to any phone besides S4 Mini

I have gotten the watch to connect to an S4 Mini just to make sure it was working correctly. I have installed TizenMod 3 and I can't get to connect to Gear Manager on ANY other phone, not even an S4! I have tried the following:

HTC Desire 510 on Stock ROM and Custom ROM
Moto E 2015 with Stock ROM
Sharp Aquos Crystal with Stock ROM
Amazon Fire Phone With Stock ROM
Motorola Photon Q with Stock ROM
Galaxy S4 with Stock ROM
Galaxy S4 Mini (Only one it did work on) (with Stock ROM)
